As Restoration Manager, Whitley assists in delivering restoration projects that support our efforts to achieve healthy waterways across Maryland’s Eastern Shore. She manages restoration projects and support staff through concept, design, permitting, and construction. She assesses sites for restoration suitability and writes proposals to fund restoration work. She also helps develop and maintain ShoreRivers’ grant-related standard language, templates, policies and procedures, and assists with grant tracking.

Whitley has a Master of Science in marine policy from University of Maine and completed a B.S. in environmental science at Iowa State University. Whitley’s graduate research in Maine assessed tributary nitrogen loading to Casco Bay. Prior to graduate school she served in the National Oceanic and Atmospheric Administration (NOAA) Commissioned Officer Corps, then supported NOAA's research vessels in the Marine Operations Environmental Compliance Office in Newport, Oregon. She was hired at ShoreRivers in 2020.
